The Odisha Integrated Irrigated Agriculture and Water Management Investment Programme (OIIAWMIP) was conceptualized with the support of the Asian Development Bank (ADB) to maximize the state irrigation potential and for the continued development of water resource sector. The project aims to develop four contiguous river basins by enhancing the productivity and sustainability of the existing under utilized major, medium and minor lift irrigation projects, while simultaneously strengthening and empowering water users association (WUAs) and allied institutions like the Water and Land Management Institute (WALMI). The river basins selected for the project – Subarnrekha, Budhabalanga, Baitarani and Brahmini cover 29% of the land area and support one third of the state's total population. A part of Delta Stage-I was also selected for renovation to sustain development. Major component of the project is • Extension, Renovation and Modernization (ERM) work of 10 major and medium irrigation Projects viz. Taladanda Canal, Machhagaon Canal, Pattamundai Canal, HLC Range-I, Gohira, Remal, Sunei, Kansabahal, Ramiala & Kanjhari. • Rehabilitation of 1400 Lift Irrigation Projects. • Completion of one incomplete major project (Mahanadi-Chitrotpala Island Irrigation). • Allied activities like River Basin Planning, Environmental monitoring, PIM / FOT / CAD/ WALMI, Agriculture / Horticulture / Fisheries / Soil Conservation.

Actual Services provided by the Firm

• Participatory scheme planning and integrated feasibility studies. • Safeguard assessments covering environment, resettlement and indigenous people. • Training and facilitation for the assigned staff and PPs. • Preparation of micro and detailed implementation plans in consultation with PPs. • Detailed surveys, investigation and detailed designs • Preparation of report. procurement plans and bidding documents. • Development of O&M plans for the sub-projects. • Monitoring of the process of PP strengthening, participatory programming and detailed design, implementation of civil works and agriculture (including agribusiness and marketing), livelihood programs and O&M. • Operationalization of project Management Information System (MIS). • Enhancement of institutional capacities of Department of Water Resources in implementing OIIAWMIP. • Development, implementation and monitoring of training for the staff, PPS and NGOs at state, basin and sub-project levels.
