The primary objective of the study to make assessment of the present status of performance of IGNP (Stage I).The study aims to assess data related to Benchmarking of the system such as present discharging capacities as compared to design discharge, discharging capacity of outlets, regulators, structures and gates etc. and to know what remedial measures are required to bring it back to state as per design. The study also aims to conduct water accounting and auditing to know how much water was release into the system and how it has been utilized and what are the losses. The study is limited to entire Indira Gandhi Canal System (Stage I)

Actual Services provided by the Firm

• Inspection of entire canal system of IGNP (Stage I) including Main Canal and distribution net work and to assess present discharge carrying capacities between various control points as compared to design discharge. Identify spots which require disilting, repair, remodeling etc. and to suggest type of repair required. Survey for critical reaches to identify the deficiencies. Total length of the canal system surveyed for critical reaches in flowing conditions was 1237 Km. • Preparation of software for water accounting and audit. • Inspection of all the outlets in all the canal system and to check their structural accuracy and soundness, discharge carrying capacity and to compare with design structure and discharge and point out differences and remedial measures required. • Checking of the record of C.C.A. all of chaks based on the original chak, Plan. • Checking of all regulators on the Canal System and to assess their present discharge capacities and compare with design discharge. Also the general condition of the gates structure were inspected, consultant pinpointed deficiencies and suggested remedial measures. • Inspection of present discharge measuring System on all Canal Systems benchmark it against national / international measurement system and to check whether they are functional, their discharge tables are correct, if not to prepare correct discharge tables. • To suggest remedial measures to bring all above structures to accepted standards of national / international level. • Carry out water audit to determine: a. Conveyance losses in Main Canals and conveyance efficiency. b. Conveyance losses in branches / distributaries and efficiency. c. Conveyance losses in water courses and efficiency d. Field application efficiency. e. Water use efficiency at farmers field and efficiency • Critically appraise the water release and rotation system decided by the water distribution committee. • Assess Productivity as against the design, (Per Unit of water supplied and per unit area for various crops). • Suggest alternative cropping pattern which could give the optimum benefit to the farmer. • Training to all the field staff (About 250 Engineers) in the project on findings of the study, future course of action, online data entry and operation of software and website and training in water management including water audit and benchmarking, efficient technologies and techniques. • Identify reasons of water logging and soil salinity and to suggest remedial and preventive measures in the project Area. • Inspection of the SCADA system of discharge measurement installed on IGNP (Stage-I). • Assessment of system losses due to seepage trans-evaporation. • Assessment of non revenue water supplied through the system for the Rabi crop season (2010-11) and Kharif 2011. • Suggest strategy for use of surplus water being received in IGNP particularly in monsoon months, for ground water recharge. • Suggest strategy for the optimum use of Ghaggar river flood water coming from Haryana with respect to present use. • Carry out Techno economic feasibility of introduction of micro irrigation techniques, estimated costs and likely benefits.
