Government of India in its budget announcement launched an ambitious program for long-neglected cities, to improve their poor infrastructure and quality of life that falls far short of global benchmarks. The scheme called the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) could get a boost with an outlay of Rs. 100,000 crores. The scheme covered about 63 cities over a period of seven years starting from 2005-06. Apart from seven mega-cities, the mission covered around 30 others cities with a population of over one million, while the rest were important urban centres with crumbling infrastructure and sizeable population. The smaller cities were covered under the Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) and Integrated Housing and Slum Development Programme (IHSDP). The Government of Rajasthan, as a first step to get the assistance under this scheme, decided to prepare the City Development Plan (CDP) for the eligible/select cities of the state under the JNNURM and UIDSSMT and IHSDP. The CDP were made with an objective to identify the infrastructure projects to be implemented during mission duration across various urban sectors along with the proposed implementation mechanism including the Private Sector Participation (PSP) strategy. The CDP also focused on the urban reforms measures needs to be implemented to improve the health of ailing municipalities.
